Sovereignty and the Cross-Border Insurgency Nexus

The Naga Hills and the Naga Self-Administered Zone (SAZ) represent the most complex “buffer” in the Indo-Myanmar borderlands. Far from the high-intensity civil war in Central Myanmar, this region operates as a separate geopolitical ecosystem where international boundaries are secondary to ethnic kinship and insurgent logistics.
I. Governance: The Shadow of the USDP and NNP
The administrative landscape of the Naga SAZ (comprising Lahe, Leshi, and Nanyun townships) is currently defined by a tension between local democratic will and military-backed consolidation.
The 2026 Chairmanship: In April 2026, U Hla Tun of the military-backed Union Solidarity and Development Party (USDP) was elected Chairperson of the Naga SAZ.
The Political Fracture: This result was secured despite the Naga National Party (NNP) winning a majority of elected seats in the late 2025 junta-organized elections. Internal divisions within the NNP and the presence of appointed military representatives allowed the USDP to clinch the leadership in a 5-4 vote in Monywa.

Internal NSCN Rivalries
The region is currently a theater for intense inter-factional power struggles.
January 2026 Clashes: Violent engagements broke out in Nanyun Township between the NSCN-K/Ang Mai and NSCN-K/Yung Aung factions. The Ang Mai faction successfully seized a camp at the “18-mile” location and established positions in Pansaung to control the strategic border gateway to India.
Active Factions: As of May 2026, at least six armed organizations are active in the SAZ, including NSCN-K/YA, NSCN-K/AM, ENNO/ENDA, and the Naga People’s Defence Force (NPDF).

Assam Rifles Fatalities: On March 26, 2026, the NSCN-K/Yung Aung faction claimed responsibility for an attack in Arunachal Pradesh that killed three personnel of the Assam Rifles. The group cited India’s “illegal” border fencing as the primary motivation.
Civilian Attrition: On May 7, 2026, a suspected militant group attacked Tangkhul Naga villages in Manipur’s Kamjong district, torching houses and forcing residents to flee into the forests.
III. Environmental and Social Vulnerabilities
The pristine nature of the Naga Hills is being compromised by both the conflict and unregulated resource extraction.
Biodiversity Hotspot: The region lies within the Indo-Burma biodiversity hotspot. Community-led efforts, such as the International Border Area Peoples Welfare Organisation (IBAPWO), are currently struggling to protect endangered species like pangolins from cross-border trafficking.
Infrastructure Deficit: Transportation and education remain critical issues. The lack of a transparent tender process for communication projects and the ongoing “border bombings” by Indian forces purportedly targeting militants have left local communities “sandwiched” between warring sides.

Final Assessment: The Naga SAZ is a “state within a state” where the junta’s influence is largely nominal and confined to town centers. The real power rests with a fragmented mosaic of NSCN factions who control the “jungle arteries” and border gateways. For India and the NUG, navigating the Naga Hills requires a policy that accounts for tribal sovereignty over national identity.
